Back"Guanyuan Yihang" Joins Shantou Offshore Wind Emergency Drill
July 11, 2023 – The Shantou Offshore Wind Power Comprehensive Emergency Drill was conducted in the waters of Qianjiang Bay, Nan'ao Island, with high-level participation:

- Shantou Municipal Party Committee Standing Member & Vice Mayor (Director of Shantou Maritime Search and Rescue Center)
- Shantou Maritime Safety Bureau Director & First-Level Inspector (Deputy Director of the Center)
- Industry leaders:
- Deputy General Manager of Huaneng Southern Branch
- Party Secretary & General Manager of Huaneng Shantou Offshore Wind Power Co., Ltd.
- Safety Director of CCCC First Harbor Engineering Bureau, and executives from 10+ other organizations.

6. Post-collision follow-up measures for fishing boat collisions
Simulation Scenario:
During the drill, our company’s "Guanyuan Yihang" wind power installation vessel was triggered to execute its typhoon emergency response plan after receiving:
- Typhoon warnings
- Maritime authorities’ emergency directives
Incident Escalation:
During evacuation, the vessel collided with a fishing boat that had strayed into the wind farm zone, resulting in:
1. Fishing boat: Loss of propulsion + crew overboard
2. Platform vessel: Electrical short-circuit fire in the engine room
Rescue Coordination:
The Shantou Maritime Search and Rescue Center led the response by:
- Alert verification & risk assessment
- Emergency reporting & activation
- Rapid deployment of rescue units
Drill Execution & Outcomes:
In accordance with the drill plan, participating units executed coordinated emergency operations, including:
1. Ship Collision Rescue – Immediate response to vessel impact and structural damage.
2. Man-Overboard Recovery – Rapid deployment of search teams and medical aid.
3. Fire Evacuation & Suppression – Safe evacuation of crew + containment of engine room blaze.
4. Injured Personnel Transfer – Emergency medical transport via helicopter/boat.
5. Uncontrolled Vessel Towage – Stabilization and towing of disabled fishing boat.
Result:
Through cross-agency collaboration and real-time coordination, all simulated hazards were mitigated efficiently, achieving:
- 100% success rate in emergency tasks.
- Validation of multi-stakeholder response protocols for offshore wind farm contingencies.
